Davenport man's plan to raise chickens scrambled

Given Iowa's agrarian past, Thomas Rutherford never contemplated that his plan to raise a handful of chickens in his Davenport backyard would run afoul of the law.

Change is coming. The idea of not being able to produce your own eggs is becoming a humorous topic. It just doesn't make sense to think of raising chickens for yourself is criminal. Honestly, why does the city council really care if I keep hens in my yard?
